Would the special properties of a tibetan singing bowl have any effect on the growth of a plant inside of it?

Once you have drilled holes in it and filled it with potting soil and a plant, your singing bowl will no longer sing. So it’s kind of a moot point. You have simply created an expensive brass planter for your plant and the plant really won’t care that its home used to be a Tibetan singing bowl.
I doubt plants know the difference between a Tibetan bowl from a ceramic pot. As long as they have good soil, water and sun…sometimes some fertilizer. They really don’t ask for much.
